Magisterial Bloc of National Concertation
Bloque Magisterial de Concertación Nacional
On 11 May 2022, ten members of Congress from the Free Peru (PL) parliamentary group announced their resignation due to a disagreement over the selection of new justices for the Constitutional Court, which was carried out without prior discussion. On 14 May, the ten resigning congressmen, from the "teachers' wing" of the Peru Libre party, announced the creation of the Magisterial Bloc of National Concertation.
With the creation of the "Teachers' Bloc" in May 2022, President Pedro Castillo (who resigned from Free Peru in June) secured a pro-government bloc. However, in the remaining six months of his administration, he aligned himself more closely with the legislators of Democratic Peru bloc, two of whom served as Prime Ministers.
The parliamentary group has not expressed any ideology. In the third impeachment process against Pedro Castillo, which was successful, the BMCN Bloc cast 3 votes in favor, 4 abstentions, and only 1 vote against.
The BMCN Bloc has demonstrated close ties with the subsequent government of Dina Boluarte.
The largest number of defections from BMCN occurred in July 2024. Legislators Francis Paredes and Edgar Tello migrated to Podemos Perú. Meanwhile, legislator Pasión Dávila, close to Pedro Castillo and promoter of his new political party Everything with the People (TCP), also resigned from the BMCN in July 2024 and formed the Socialist Bench parliamentary group along with other dissidents from Free Peru.
On 18 July 2025, Congressmen Álex Paredes, Elizabeth Medina, and Óscar Zea resigned from the caucus to join the We Are Peru caucus, leaving only four members: Segundo Quiroz, Germán Tacuri, Katy Ugarte, and Lucinda Vásquez. This fell short of the minimum of five members required to be considered a caucus, according to the Parliament's Rules of Procedure, leading to its dissolution.
The group can be designated as leftist, since the members are from a wing of Free Peru. The main difference in terms of which party supports Pedro Castillo is that teachers want to evolve within the committees and want to chair the Education Committee.
This presidency of the Education Commission is the main point of divergence between Free Peru and the teaching wing, since at the beginning of the legislature in July 2021, the presidency of the commission had been granted to the Popular Renewal party, positioned on the right, due to the bad negotiations of the leaders of the Free Peru, Waldemar Cerrón and Guido Bellido.
The group will not break the institutional balance since the group also supports Pedro Castillo, as indicated by Waldemar Cerrón, the leader of Free Peru in Congress. They do not want the presidential vacancy of the president, they are in favor of the Constituent assembly, and the magisterial wing has voted in the past in favor of the electoral and academic counter-reforms proposed by Free Peru.
However, this same group may try to interfere in the government and upset the balance created during the government. This teaching wing had been able to have a representative during the first government, with teacher Iber Maraví as Minister of Labor. In addition, Edgar Tello, one of the group's spokesmen, calls for President Pedro Castillo to "decide which party is really in power", since Pedro Castillo is in theory more linked to the teachers.
Spokesperson: Álex Paredes
