Democratic Peru

Perú Democrático

On 7 January 2022, five members of Congress from the Popular Renewal, Free Peru, We Are Peru, and Popular Action parties requested the creation of a parliamentary group from the President of Congress, Maricarmen Alva. The first five members included Héctor Valer, Hamlet Echevarría, Carlos Zeballos, Luis Roberto Kamiche Morante, and Guillermo Bermejo, who was under investigation for terrorism.

On 10 January, just days after the parliamentary group's creation, then-Minister of Labor Betssy Chávez announced that she would join the group.

On 14 January, after a meeting with Pedro Castillo, President Héctor Valer declared that his parliamentary group was neither in opposition to nor in favor of the government, but solely in favor of a Constituent Assembly.

On 1 February 2022, Héctor Valer was appointed Prime Minister by President Pedro Castillo, replacing Mirtha Vásquez, who had resigned the previous day. Thus, the parliamentary group effectively became part of the government's composition and support, with the President of the Council and the Minister of Labor as members of the governing coalition.

In November 2022, Héctor Valer resigned from the group following the vote of confidence called by Prime Minister Aníbal Torres.

On 22 March 2023, the Congress of the Republic suspended Betssy Chávez due to her alleged participation in the attempted coup d'état orchestrated by Pedro Castillo in December 2022. As a result, the parliamentary group was dissolved.

The four members of Congress from PD (Guillermo Bermejo (VP), Hamlet Echevarría, Nieves Limachi and Luis Kamiche), who would have been left without a party after Betssy Chávez's suspension, joined the Democratic Change – Together for Peru group.

The group can be described as leftist and a catch-all. Differences have existed since its inception, with Héctor Valer, during a meeting with Pedro Castillo, calling it a group that is neither in opposition nor in favor of the government. A few days later, Guillermo Bermejo, who had resigned from Free Peru, referred to it as a parliamentary group supporting the government.

However, the group is characterized by shared ideological elements, encompassing those who remain in Free Peru, those who have left the party, and dissidents from the We Are Peru and Popular Action parties. The parliamentarians particularly advocate for the convening of a Constituent Assembly, combating corruption, and restoring the image of legislators.

Spokesperson: Héctor Valer (until November 2022) Nieves Limachi (later)
